Laws and Penalties
According to DC Municipal Regulation 18-2103, when a vehicle approaches a red light, it must come to a complete stop before entering the intersection and keep waiting until the light turns green or flashes yellow.
Vehicles may turn right on red after a full stop if it is safe. However, turning left on red is not allowed in DC.
Even if you don’t run the light, a red light camera ticket is possible. For example, if an officer’s view is blocked and they see you stop just behind the limit line but then proceed into the intersection, you might still receive a ticket. Similarly, stopping before the limit line instead of behind it could also result in a citation.
If you receive a red light camera ticket, you will face a $150 fine and have two points added to your driving record. This type of citation is managed by the DMV, not the DC Superior Court, so there are no criminal consequences.
Infraction Process
The Metropolitan Police Department runs a photo enforcement program that issues red light camera tickets. Although police officers can also pull you over and give you a ticket for running a red light, the DC DMV handles all payments or disputes regarding the ticket. Currently, 48 red light cameras are installed at various intersections throughout DC, and you can find their locations online.
When a red light camera catches a violation, a ticket is sent to the vehicle’s registered owner after reviewing the license plate photo. The owner will receive a $150 fine in the mail and must either pay it or request a hearing to contest it. There is no need to sign any document received in the mail, but action must be taken—either paying the fee or challenging the ticket.
If you contest the ticket, you can request an administrative hearing at the DMV. If you’re dissatisfied with the hearing examiner’s decision, you have 30 days to file a Motion for Reconsideration.
